The establishment of the State Commission to
Investigate Living Conditions of the Urban Colored Population was approved by
the General Assembly on July 1, 1939 (L. 1939, p. 286). The commission was
composed of five state Senators, five state Representatives, and three
appointees of the Governor, two of whom were to be "colored". Under
the terms of the act the commission was to "inquire into the economic,
cultural, health and living conditions of the urban colored population of the
State," and to report to the General Assembly before March 1, 1941 with
recommendations to improve these conditions. After a preliminary investigation
the commission decided that the General Assembly would have to allow more time
for the commission to complete its inquiries. Consequently the General Assembly
appropriated additional funds, which allowed the commission to operate until
1943 (L. 1941, vol. 1, p. 102).

Transcripts of commission hearings held in East St.
Louis, Chicago, and Springfield concern race relations in those cities as well
as relations in Peoria, Champaign, Urbana, and at the University of Illinois.
Transcripts contain testimony about discrimination in the administration of
relief programs, segregation in school systems, violation of state civil rights
laws by entertainment corporations, discriminatory employment practices engaged
in by private businesses, restrictive membership regulations and policies of
labor unions, and attitudes and practices of law enforcement officials.
Transcripts also offer information about New Deal programs and their affects on
the "urban colored population."
